Yrs ago, the "bad" 2nd HDD (500 GB), was the system's only drive. when in win8/8.1 it not really locked, it just need you to boot on safe mode after change to ahci in bios that all you need to do. It's not set in BIOS as a / the boot drive. In this case, can't connect the 2nd drive until ready to use some bootable disk / repair tool.

I think it happens because it is trying to seek the drive but eventually fails.My motherboard is a Biostar n61pb-m2s (MCP6P M2+) and is using Phoenix Award BIOS. Apparently it can't be installed prior to windows updates, or any updates really. Download Hardware Monitor, install it and open it up.Look at voltages (primarily the +5V and the +12V). I powered down, powered up and all still works fine.
