I had the black screen problem between post and windows login on a clean Windows 10 install with a SSD. You may find the answer to your problem without doing what I had to do, but I have no idea what the answer may be. Computer takes a few attempts to start up. Had no slowdown anymore since then, but I also installed all Intel related driver stuff (Intel inf, management drivers) and did all available Windows updates, so that could have helped, too. An easy way to verify this is to disable your AMD or Nvidia graphics driver and restart your computer.
