Looking just at Start, yes it has a Start menu, but it's different from the version in Windows 7, and quite a bit different from the Start screen in Windows 8.1

I do like the idea of charms but hiding Power in settings wasn't the way to make people embrace it IMHO. As with Windows 8.x, Windows 10 has a secret Power User menu that includes many of the tasks you used to access from the Windows 7 Start menu. The power button thing did work on the same machine.
